Hmm...

Those Tools do contain the Overlay Controls, but I'm not sure why they weren't activated under Win2k.

You could try the VoodooControl, it may give you the needed Overlay Slider (haven't used it in a long time, but 3dHQ used it to replace the classic Tools in their Drivers, so it may work)
