its a 3dfx voodoo4 L
RN21 is between the memory chips on the right side and i think its looks like a memory problem

same part from both sides
one solder spot is dead, one nearly

Yes, that can be a real problem, I've seen quite a few videocards with just a very small resistor missing that didn't even show image on screen.

It's an easy fix - providing you have a small soldering iron, magnifying glass and a VERY steady hand. ;)
