I've been noticing lately that sometimes my dial up connection slows way down, I mean WAAAAY down, like say if I am downloading something, it might be bouncing around from 3.6k - 5.7k a second then a few minutes later it'll drop to 0.7k a second, and stays there for a good long while at times, as if something is running in the background sapping what little bandwidth I have. I know it isn't the usual suspects, as I always to try to nip my AV updates in the bud until I choose to update them, and I usually try to do the same to updates of ADBLOCK Plus. In addition it isn't some other suspects like my DivX program updating or GoogleToolbar updater or other similar stuff that starts up with the PC, I go through running processes before I log on to the net, and shut those down.
So, my question is, is there a program out there, a free one would be nice, also not a huge download as well would be ideal, as like I said dial up net, but is there a program that can tell me what running programs are using what amount of my bandwidth?
