The only places I'm aware of where this doesn't seem to apply (for unknown reasons) are the scandinavian states Finland, Sweden, Norway, as well as Denmark and Switzerland.
I got no clue how they do that but people frequently are looking at them in awe, somehow the last surviving democracies that could - to my best knowledge - serve as role models.
Saw the most friendly bunch of people ever in Finland, even totally drunk folks just were... very friendly drunk folks.
Very impressive...
