Help! Can't install new Voodoo3 drivers .dll issue

I am having difficulty upgrading drivers for Voodoo3.
When I try to install a new driver I get the message

"newdev.dll file is linked to missing export ntdll.dll:NtQuery information process"

What does this mean and what do I do to load an updated driver? I have tried replacing the newdev.dll and ntdll.dll files but it made no difference.
