According to this page

http://support.microsoft.com/default.aspx?scid=kb;en-us;814551

"When you try to play Freelancer with the 3Dfx Voodoo 3 video adapter, you may see that no text or textures appear in the user interface or on graphical objects (such as signs, job boards, and dialog boxes) and that no textures appear on the graphical objects. To resolve this issue, download and install the latest drivers for this video adapter."

That seems to suggest that the game can be made to work with a Voodoo3.

System Requirements are listed here:

http://support.microsoft.com/default.aspx?scid=kb;en-us;814552

EDIT:  I installed the demo, and the Readme has this to say:

2 Freelancer Trial Version does not support or has issues with the following video cards:

3D Labs Permedia 1 - 4
Glint - all versions
Oxygen Series (various)

3Dfx Voodoo Rush
3Dfx Voodoo Banshee
3Dfx Voodoo
3Dfx Voodoo 2
3Dfx Voodoo 3 <not supported under Windows 2000 and Windows XP>

So it looks like you have a chance if you use Win98 SE.

It might be wise to try the demo before you buy it.  The demo is about 150 MB:
