I picked up a Creative 3D Blaster Banshee 16mb AGP with SGRAM new in its box and on the box it says the Banshee engine was based on the Voodoo 2 chipset, is there any truth to this?

Yes. I'm quoting from gdonovan's 3dfx-page:

but yeaps the Banshee is indeedly based on the 3dfx SST-2 [Voodoo2] chipset ;)
