Hmm...
This is not an easy question, and largely depends on your needs, the money you want to spend, and what the prices those are where you live.
Anyway, the Ti4600 should win about all Benchmarks against the 9500 or 9000 (both non-pro).
The Image Quality should be the best with the Radeon's though, as NVidia slightly reduced Texture Quality in their 40.xx Detonator Drivers to achieve higher performance.
If those are your only options, the Price will probably draw the line where to go.
Personally, I'd not buy the R9000, as the old R8500 or /LE are quite a bit faster, and can possibly be picked up second hand for very little money...
The R9500 (non-pro) I think is still a bit too pricey (at least where I live), and loses the Price/Performance ratio vs. the Ti4600.
If I was looking into buying 'right now', I'd look into Radeon8500, Radeon 9500pro, or a Radeon 9700 (non-pro) for high-end. The 9500pro is certainly on par with the Ti4600, and wins if Aniso/FSAA comes into play, plus it should win Image Quality comparisons.
And the 9700, well, is still quite an investment, but delivers ludicrous performance and image Quality (e.g. 4x Aniso + 4x FSAA literally doesn't cause any heartburns to this monster, putting it at unsurpassed quality levels).
And the good old R8500 (now being sold with minimal modifications as "R9100") is still very good, probably has the best price/performance ratio (if you get a good deal on it).
As said, it's all a matter of the exact prices you're getting where you live, and performance level & Image Quality you want to achieve, so I can't hands-down recommend a single of the candidates you listed.
