I foond a Int'l version of the 3500 TV, must be PAL.
Can I use it with NTSC, flash the BIOS with NTSC code?

Hm, I think you can't simply flash the Bios of the Card to solve that Problem. (at least I never heard of this being a solution)
Did you try the V3-3500 TV Standard Select from the Tools Section ?
It
might
do the Trick, so it's worth giving a try...

Thanks for the info, it appears that the INt'L (the one I have)l version of the 3500 can support video in/out for NTSC with the software. However the tuner is 'hardcoded' for either PAL/SECAM or NTSC. SO the card works but recieives a 'rolling picture' when the tuner is connected.

Yep, that might be, since the Cards were specifically manufactured for the regions they've been meant to operate in
