Response only to the 3 questions above: 1. You can't play most of the newer games (UT 2003 and GTA3) and others, in general any 2000 and above year game will have problems running, if it will at all.
2.Better than a Intel Extreme in quality (at least for the Glide, and older D3d games. OpenGL is not fully compatible for V2). In speed, Intel Extreme is a much faster, due to the faster geometrical engine.
3.In quality, the V2 would bring a much better visual output (overall) in games such as Unreal Tournament and NFS (3,4,5) and Quake, even if the textures are bigger than 256x256 and can be handled with a greater visual output by the Intel Extreme and most of the other cards. But we are talking about Overall quality. In that case, with all the limitations, V2 can still beat some other cards. The V2 and the other Voodoo's shows the best 16 bit color you can get today, unable to use 32bit color in graphics, the V2 is not really beaten in quality, since the "Overlay" filter is showing nearly a 24bit color quality in games (which in fact is used by most of the so-called 32bit color games out there...). Chainlinking 2 V2's you get twice the speed...
