I have the same issue with the VIA setting, it doesnt appear, and I'm using the 1.04.01b drivers.
The strange thing is that i DO HAVE A VIA BASED CHIPSET MOTHERBOARD, so.. whats the point of that setting if VIA mobo users can't see it?

But anyway, if it doesn't show, im pretty sure there is a reason to, unless its a bug.

Regarding your gamma problems, first of all, adjust the brigthness of your monitor, it sounds silly, but do it. First set the gamma settings on your voodoo drivers to default values, then adjust monitor brigthness to a decent bright intensity until you see mostly everything well. Should be THEN and only then, when you should start using the gamma controls on driver for minor tweaking of brightness.
If you still have problems with gamma and glide/openGL games and as you seem familiar with registry, try creating a registry
string value on your "HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\Display\0000\Glide" called FX_GLIDE_USE_APP_GAMMA and give it a value of "0" (a string value not a number!).
This will make your drivers to handle gamma differently on glide/opengl based games, and who knows, maybe it solves something..
Hope this helps
