Yes the same PCB.
There are some other differences too like an extra voltage regulator and I assume other board level changes (strapping perhaps?)
I just know the IBM board will work in about nothing even with the 32MB bios but the 32mb card works in everthing.

True. If Chip_Select signaling is not hardware locked, as it is with Voodoo4 PCI, one would only need to solder extra memory chips on the empty places on the PCD of a Daytona and adjust the BIOS to use the CS1 bank... and a 32Mb VSA101 card should be born. The 64Mb (or 128Mb) card would be alot harder to resolve and I know no other method to do it excluding removing the GPU out of a sacrifice-board to study the pinout. I would never, never do that on a functional Daytona (or Voodoo5 6000 or AAlchemy). I find it so hard to kill one somehow common Voodoo5 PCI for the future good! Still, I dream that someday I will be able to add more RAM to a VSA101 card...
Funny that I write that right after I finished soldering two 16Mb chips on one of your Voodoo5 cards... Sorry, friends, for the off-topic.

Not killing one for the memory modules but for finding out where are the solder points for the extra traces are for higher capacity memory modules if any. No nvidia card can provide that
Like in the case of the v5 pci... one must die for others to be modded
