My hardware is 16M banshee from asus (3200).

Video files are opened normally. Problem appears when they are played. Videocard buffers only 1-2 frames per second, so the movie streams too slow.

Hm, normally that's not a Problem of the Videocard (a Video Card's RAM is never used to buffer larger Parts of a Video).

Looks like the Codecs used are dorked up, or something else interferes with the Playback.

Usually, it's a good Idea to either

- re-install the MediaPlayer you're using

- re-install applicable Codecs
(or Update their Version, especially DivX likes to exhibit odd problems, when the Codec installed is just slightly 'behind' to what the Encoded Video requires)

Note : Some famous "Codec-Packs" available for download in several places are also known to exhibit Problems, if their Installation does not carefully match you System's requirements, or overwrites other well-working Codecs.

- search for spy-/malware, that could interfere with System performance

- check for resource Conflicts

- as a last ditch, reduce Hardware Acceleration step by step (use DXdiag or Device Manager) to troubleshoot the Problem
-----------
While the P2-350 should be good enough, check System performance (should not peak out at 100%) when playing, especially high-quality encoded Fullscreen Data. That might overtask the P2-350 easily, and cause sloppy playback.

Some Codecs also have Quality Options that you can set from within the Multimedia Control Panel, or via Media Player (while a Movie is loaded for playback). Some of that just might do the trick.
=====================
PS.
How much RAM does your System have ?
I ask since WinXP by default eats alot of RAM, and loads up tons of unneeded Services into the background.

It takes a while to optimize it and kill the security/privacy exploits inherent to it.
